Is this a bed bug or a sign of a bed bug infestation?

I found a bug in my bed, and it was oval shaped with a brownish red colour. I also found a shedded shell that had redish stripes in the same area. Now, this is the only one I found, but I have a few small spots on my arms and legs that itch. Could it be possible my house is infested or did I just happen to find a random bug in my bed? Also, if my house is infested, what is the best way to get rid of them?
