How to get rid of fleas?

I have a major flea problem someone help!!! I came back from vacation to find my house infested. I have a cat and a dog(Yorkie). Cat lives outside now I got frontline on both of them, then bombed my house 3 times in 2 weeks. It gets them out of the house but wont kill the little tiny ones in my basement. The third time I bombed it i used 9 bombs total with 3 in my basement, And I didnt vent my house for 4 hours instead of 2. And Its like the tiny ones in my basement were just laughing at it. It seemed like the was less but they were still there. Then i turned to the pros and spent $200 to have them come in. I was sure they were gone then, but then not even 48 hours later they were showng up in my basement again. My petsdon't even go near my basement. Can anybody help me please, I'm going insane....
