Can I shave my puppy to remove her ticks?

We have a 6wk old full German Shepard! Our neighbor was giving them away since they were being raised outside and infested in fleas and ticks...its horrible! I thought I got them all out, but now I'm finding tiny baby ones and can't reach them. Should I shave her? She will be indoor dog and its very hot out anyways. Also how much do their first shots cost. I really wanna get her better and make her family! ps I also found huge ticks when I pulled off she yelped and was bleeding.
